Kejriwal is an ant : Khursheed

The Congress’ official strategy to deal with the activist-turned-politician Arvind Kejriwal is to pretend that he does not exist. But, it is becoming increasingly difficult for the party to ignore the former income tax officer’s campaign entirely, given that he has begun to target individuals. As a result, the Congress has been alternating between enigmatic silences and sometimes, ill-considered responses. After the IAC split last month did Kejriwal begin to name individuals and present documents to “prove” their involvement in acts of corruption. Of those targeted so far, only BJP president Nitin Gadkari is an opposition leader. The four others are firmly in the UPA camp Congress president Sonia Gandhi’s son-in-law Robert Vadra, Union Law Minister Salman Khurshid and his wife Louise Khurshid, former Maharashtra deputy Chief Minister and Nationalist Congress Party leader Ajit Pawar and Delhi Chief Minister Sheila Dikshit even though Kejriwal says he is Khurshid was heard on television channels saying that though Kejriwal could visit his constituency, Farrukhabad, he might experience some difficulty in leaving the area. To those who watched the clip the Law Minister seemed to be at its theatrical best, but in cold print it sounded like a threat. On Monday, Mr. Khurshid clarified that he had meant the people of Farrukhabad would themselves respond to the allegations. But he couldn’t resist describing Kejriwal as an ant trying to take on an elephant. Singh, on his part, has called the former income tax officer “a self-serving megalomaniac” and raised questions about the foreign funds flowing into his NGO. Even as Kejriwal faces questions on the funding of his outfit, and the direction of his movement by IAC members, the elephantine Congress is yet to come to grips with how to deal with the ant.

Khemka transferred 43 times in 19 years

Irrespective of the party in power Haryana government has made a mockery of the system by deviating from all service guidelines in the case of Ashok Khemka’s transfer who ordered scrutiny of Robert Vadra's land records. No officer of this elite service has ever been transferred so frequently by any state. The ministry of personnel  the cadre controlling authority of IAS officers  does not have other instance of similar transfers anywhere in the country. Official records show that Khemka, a computer engineer who got his first posting as IAS officer in 1993, was transferred 43 times in 19 years with most of his postings lasting merely months. During this period, he held eight posts in various departments for a month or less. Twelve of his 43 postings, incidentally, were in departments which dealt with land in one way or the other ranging from acquisition, consolidation, records and revenue management to development. Executive Record Sheet of the ministry of personnel shows that Khemka, an IAS officer of the 1991 batch held only two postings that lasted for over a year. He got the first such tenure one and half years during 2005-06 as chief administrator of the urban development department. Khemka, a joint secretary-level officer, got a slightly longer tenure of one year and 10 months as managing director of the industry department during 2008-10. In the backdrop of the latest transfer from his post of director general, consolidation of holdings and land records, where he was posted for less than three months, the officer claimed that the state government had abruptly transferred him as a punishment for acting as a whistle blower in several dubious land transactions.
