Are the Indian states prepared to prevent terror attacks?

Centre and state governments should be alerted with the massacre of Pakistani school children by Taliban terrorists in Peshawar. Our past experiences have proved that neither the state governments nor the central government have any preparedness to face any terrorist attacks. All they used to do is deploying police and NIA sleuths after the disaster but no preventive measures have been taken even after facing so many bitter experiences.
We can see it in case of Dilshukh Nagar twin bombs blast case. The then AP government led by CM Kiran Kumar Reddy has promised to set-up 1500 CC Cameras all over the city, but even after a year not a single camera was installed anywhere. Post bifurcation, AP government that become busy with various issues like crop loan waiver, land acquisition for the capital etc. seems has no time to think on how to strengthen its police and intelligence wings. Government of India and all the state governments should consider this Peshawar incident as an alarm and make arrangements to prevent any such attacks on the soil.
