Why Some Critics Like Bengal Tiger Heavily?

Well, the whole of internet based Telugu media has chalked down "Bengal Tiger" saying that it's a routine fare and they have rated it with 2 star ratings mostly. But couple of well-known critics have rated the film above '3-stars' thereby triggering a debate. What could have gone wrong or right?
If peep little inside, some critics do rate the film basing the USA distributor. Couple of these highly branded critics and critical web media houses also own distribution networks in America. If they buy the film, then they rate it above '3' even though it's a crap film. If they don't buy the film, and their competitors are in the fray, then they intentionally kill chances of that film abroad by rating it lower. No matter what the ratings are, films success depends on local audience when it comes to amassing huge money from box office.
