Can Governor settle the disputes?

The war between AP and Telangana governments has reached its peak with Chief Ministers of both states are straightaway criticizing each other over water and power sharing issues. Ultimately, they complained against each other with Governor Narasimhan before entering into legal battle. AP irrigation minister Devineni Umamaheswara Rao has complained to Governor against Telangana Government today and then CM KCR has met Governor Narasimhan and is reported to be complained against AP government.
Although, both governments are seeking his intervention, it may be beyond his limit to resolve their disputes as both governments firmly stick to their arguments. However, he may encourage both Chief Ministers to have a peaceful dialogue instead of knocking the Supreme Court doors, but may not take place as KCR is already reportedly started exercise for filing a petition in the Supreme Court.
