PRS report has no authentication?

YSR Congress party president Jagan Mohan Reddy has quoted PRS report to strengthen his arguments on special status for Andhra Pradesh state during his speech in the Assembly. He appears believing to be that PRS is related to either parliament of central government and the report posted in its official web site has authenticity.

But, the fact is PRS is an independent investigating agency. A person named Madhavan is running this independent and non-profit organization intended to provide necessary information about various issues related to state and central governments to the MLAs and MPs of our country. Hence, making arguments based on PRS report may be useful for a debate but the central government is no way related or bound by it. But, if anyone tries to project its report as official document, then he or she may be unaware about PRS or may be intentionally misguiding the people.
